Haulage Value Stream Mapping


TXM was engaged by the South West Timber Hub Steering Committee to assist in mapping and analysing the end to end transport supply chain for hardwood and softwood forests in South West WA. The aim was to identify opportunities’ to reduce transport costs and waste..

Gap Analysis of the National Haulage code and the Current State Code.


One of the South West Timber Hub objectives is to ‘Undertake a gap analysis of the National Haulage Code and the current State Code to ensure alliance to the national code.’

  • The Forest Industries Federation of WA (FIFWA) is the Industry association that represents the interests of the forest products industry in Western Australia and as such is the custodian of several industry standards and Codes of Practice including; the Safety and Health Code for Native Forest/Hardwood Logging and Plantation Logging’, which is currently due for review.

  • Since the last review of the WA Safety and Health Code for Native Forest/Hardwood Logging and Plantation Logging’ a national Forestry Log Haulage Code has been developed. The national Code has been prepared in accordance with the National Heavy Vehicle Regulator (NHVR) guidelines established under section 705 of the Heavy Vehicle National Law (HVNL). While WA is currently not regulated under the National Heavy Vehicle Regulator the Western Australian industry would like to better understand the key differences between the two industry Codes and the corresponding State and Federal legislation.

  • 1. To identify key differences between the two Codes and the significance of these variations to the local industry.

    2. Identify how the two Codes align with relevant Western Australian legislation

    3. To make recommendations as to how the Safety and Health Code for Native Forest/Hardwood Logging and Plantation Logging’ would need to be updated to meet current Western Australian law, including consideration given to the new Work Health and Safety Act 2019. The gap analysis of the National Haulage Code and the State Code has now been undertaken.As a result, FIFWA will convene a working group to address any gap issues found and ensure the industry is adhering to the National Code.
